Dear Chancellor King:

As a veteran of the US Navy (1974-78), I am horrified and angered over the deadly attack on USS Cole in Yemen. There must be an answer to this kind of terrorist attack. The forces behind it are deeply rooted and will be with us for a long time to come, so our response must be measured, comprehensive, resolved and sustained. With the objective of participating in making that response, I am writing to you at the urging of the office of New York State Senate Majority Leader Joseph L. Bruno.

I have been working with the Senate on the enclosed bill. Its intent is to organize the intellectual and research resources of the State University system to create a center for collaboration where the best minds can be put to work on the growing threat of international organized crime, drug trafficking and terrorism. It is inspired by and would take full advantage of the fact that SUNY now boasts as a resource an individual of the international stature and wide network of contacts that Professor Tom Constantine has gained over his forty years in law enforcement. We envision the institution to be created by this legislation to be self-funding. I would like to be handed the task of building its endowment. With the Professor as its principal marketing asset, I'm confident that the endowment campaign would be a quick and stunning success.

Senator Vincent Leibell sponsored the initial version of the bill with departing Assistant Assembly Speaker Edward Griffith in the 2000 Session. State Assemblyman John J. McEneny of Albany has agreed to sponsor the bill in Assembly in 2001. We expect to make an announcement at an appropriate date and time from the deck of USS Slater, a World War II vintage destroyer at pier-side on the Hudson River in Albany within sight, as you know, of SUNY's Central Administration building.
